Renewal of LTOP and Firearms Registration

Requirements

License to Own and Possess

The written application to own and possess firearm/s shall be filed at the FEO, in three (3) legible copies duly notarized, and must be accompanied by the original copy of the following requirements:

  • Clearances issued by the Regional Trial Court (RTC) and Municipal/Metropolitan Trial Court (MTC) that has jurisdiction over the place where the applicant resides and/or the Sandiganbayan as the case may be, showing that he/she has not been convicted by final judgment of a crime involving moral turpitude or that he/she has not been convicted or is currently an accused in any pending criminal case before any court of law for a crime that is punishable with a penalty of more than two (2) years
  • Neuro-psychiatric clearance issued by the PNP Health Service and its accredited psychologist or psychiatrist;
  • A certification that the applicant has passed the drug test conducted by PNP Crime Laboratory or any accredited and authorized drug testing laboratory or clinic.
  • A certification that the applicant has passed a gun safety and responsible gun ownership seminar which is administered by the PNP or a registered and authorized gun club;
  • National Police Clearance;
  • NSO Birth Certificate (For New Applicants);
  • Proof of Latest Billing;
  • At least two valid IDs (one Government issued ID);
  • Income Tax Return (ITR), Certificate of Employment, Business permit or any appropriate document as proof of income;
  • For Government Employee (Copy of Appointment Order, Oath of Office);
  • For Military Reservists (J9 Clearance);
  • For Overseas Filipino Worker (OFW) (Certificate of Employment); and
  • Retired Government Employee (Retirement Order or appropriate document).

Ownership of Firearms and Ammunition by a Juridical Entity

The application shall be filed at the FEO in three (3) legible copies duly notarized and must be accompanied with the following requirements:

Private Firm/Business/Corporation/ Sole Proprietorship/Partnership/Cooperative;

  • SEC/DTI/CDA Registration;
  • Income Tax Return (ITR)
  • Firearms Record Verification (FRV) issued by FEO;
  • License to Operate issued by SOSIA;
  • Insurance/Surety Bond/Cash Bond; and
  • Company Profile.

Private Security Agency

  • SEC/DTI/CDA Registration;
  • Company Profile/Income Statement (Certified by a CPA);
  • License to Operate issued by SOSIA;
  • Firearms Record Verification (FRV) ; and
  • Insurance/Surety Bond/Cash Bond.

Requirements for Registration of firearms (Juridical):

  • Deed of Absolute Sale/Donation (if subject for donation);
  • Firearm Bond;
  • Authority to Purchase/Transfer issued by SOSIA;
  • For LGUs, inventory report of the firearms signed by the Head of Office and SAO/Property Custodian;
  • LTO for PSAs, GGUs, CGFs; and
  • Certification from SEC or DTI or CDA, as the case maybe.

Licenses and Registration

Licenses Issued to Individuals

  • Type 1 license – allows a citizen to own and possess a maximum of two (2) registered firearms;
  • Type 2 license – allows a citizen to own and possess a maximum of five (5) registered firearms;
  • Type 3 license – allows a citizen to own and possess a maximum ten (10) registered firearms;
  • Type 4 license – allows a citizen to own and possess a maximum of fifteen (15) registered firearms;
  • Type 5 license – allows a citizen, who is certified gun collector, to own and possess more than fifteen (15) registered firearms.

Registration of Firearms

Requirements for Registration of firearms (Newly Purchase):

  • License to Own/Possess Firearms (Type 1- 5);
  • Certificate of Ballistics Testing;
  • Firearm Bond;
  • Registration fees

Requirements for Registration of firearms (Transfer):

  • License to Own/Possess Firearms (Type 1- 5);
  • Firearm Bond
  • Deed of Sale/Donation (if subject for donation)
  • Certificate of Records of Ballistics Testing and Stencil;
  • Registration Fees

Requirements to be a certified gun collector to the FEO:

  • A copy of the License to Own and Possess Firearms (Type 3 and Type 4 )
  • Updated Registration of the Firearms.

Requirements to apply as a sports shooter:

  • A copy of the License to Own and Possess Firearms;
  • Certification from the President of a recognized Gun Club or Sports Shooting Association; and
  • Written Authority or Consent from Parents/Guardian (for minors).

Renewal of LTOP and Firearms Registration

License to Own and Possess (Individual)

Renewal of the License to Own and Possess Firearms, the following requirements shall be submitted:

  • Written application duly accomplished (3 legible copies)
  • Copy of the Original License to Own and Possess Firearms
  • Proof of latest Billing
  • National Police Clearance
  • Neuro-Psychiatric Clearance
  • Drug Test Clearance
  • Two valid IDs (one government issued ID)

Registration of Firearm/s (Individual)

Renewal of the Registration of Firearm/s, the licensed citizen shall submit the following requirements:

  • Copy of the License to Own and Possess Firearms;
  • Firearm Registration Card
  • Firearms Bond
  • Proof of latest billing
  • Certificate of Records of Ballistics Testing and Stencil for firearms purchased prior to year 2010.

Juridical

For purposes of renewal of the firearm registration under Juridical entity, the licensed juridical entity shall submit the following requirements:

  • Copy of the License to Own and Possess Firearms;
  • Copy of the License to Operate issued by SOSIA;
  • Lists of Firearms with Recapitulation;
  • Latest Monthly Disposition Report (MDR) ;
  • Copy of the Firearm Registration;
  • Firearm Bond;
  • Certificate of Records of Ballistics Testing and Stencil for firearms purchased prior to year 2010;
  • Certificate of Verification of Firearms; and
  • Firearm Records Verification.

*The application for the renewal of the license or firearm registration shall be submitted to the FEO within six (6) months before the expiration of such license or registration.
